He has shitloads of trading cards in his inventory. He can sell them and get the cards for the badge. So don't take his defense. I blacklisted him too and already reported him. I'm getting sick and tired of these kind of people who try the easy way of begging instead of thinking.

You can get three cards for free per day just by viewing your Discovery Queue here http://store.steampowered.com/explore/

Just discover game queue every day. You can make 1 badge every 4 days... so 3 badges in total. Or just play other games, get free cards and trade/sell them for winter sale cards. Not that hard :).

You have more than one duplicates. Use www.steamtradematcher.com to find people to trade with. Just keep in mind that if you don't have the Mobile Guard up for a week, you must trade before 2016.01.01 11:00 your local time, otherwise the cards get disabled.
And stop begging. I'm fairly sure Steam's main page is available in Romanian, so you see that three cards per day drop for free with a one-minute action.
