Because it's a giveaway done to a group of people you like and know, a more select group than just an entire site... What's hard to get?

They are private because the gift giver wants to limit the giveaway to a specific group. They have been around for a while. If you look around the forums, you'll find a few private giveaways hidden away in comments.

Account age doesn't really have anything to do with it, but what if they wanted to use something besides random.org to run a giveaway? Something that can prevent negative feelings that the person who ran the giveaway has a favorite, but at the same time they do not want everyone outside of their group of friends from joining it?

Lets say I have five friends that want my copy of "SUPER AWESOME GAME, PART VI". I can do random.org and determine that my friend "WINNER DUDE" is a winner, but then the others might think that I favor WINNER DUDE. If I use this site to give the game out, then they don't think I am biased and won't be mad that they didn't win "SUPER AWESOME GAME, PART VI".

For all intents and purposes, though, the idea is that you can have a multitude of friends on Steamgifts and provide a raffle-like giveaway for them only. It's a useful feature for those who would like to provide a giveaway for select users. <--- Comment directed at OP and those who are curious about private giveaways.

Exactly. Private giveaways don't affect your experience with SteamGifts in any way. I personally don't even use them, or have taken part in them, but I'm not bothered by them either.
And, as skzorak already pointed out above, it's different from just sending a game to a friend. You can include an entire group of friends, and not make it seem like you favor just one of them.

If people are feeling left out about theses private giveaways then tough but at least have the sense to save face. If you really REALLY feel left out then stop whining and ask to be in it. Not a hard thing to do here in this awesome community
