Contributor value not recognized?

My giveaway has been accepted, and my profile says my cv is 4.99. But when I try to enter a giveaway with 0.01 cv, it says my value is still 0.00. I logged off and back on, and I re-synced my account. Is there some kind of waiting period? Thanks in advance for your help.
