r u able to run this stram?

i cant run only this one, any other i able to run, even start new one, where i ll be 1rst viewer
i try different browsers, steam client, use logged in or logged off, also try to delete from friendlist or add
its just trying to load, but cant

maybe someone see this problem before or know how to fix? i cant google any usefull info

is steam have any region locks for streams?
like able to see only from russia or see from ru+cis region?
