False. They say that to try to get you to not because of the sheer overload of tickets they get. They'll approve any and all fair refund requests. Be firm but polite.

Yep they grant. one of my friends purchased a 4 pack of this game that i dont remember the name now, with blocks and that things like counter strike (not guncraft) and he asked for a refund because it was so bad... and they refunded the game to HIM(the buyer) and removed the game of our accounts.

I assumed that he expected to get the refund for himself, if he indeed meant that he wished his friend to get the refund, then I apologize for my remark and he is free to call me an idiotic asshole. But I've seen alot of times how a person who received something for free and then tried to get a refund off it for himself, so I usually assume it is the intent of the refund in such case of scenario.

He said his PC can't handle it. So unless he never plans on upgrading his PC, why remove it from the library? Also his friend might say it is OK, but I know I would feel bad if I gave a game to my friend and he hates it so much that he wants a refund for it. It is short sighted.
E: And all games nowadays have bad performance during release, look at Arkham Origins. That's not a good enough reason to ask for a refund for a game he didn't spend a cent on.

Actually you can, but the gifter (his friend) will get the refund back in steam wallet. But ... this is best done when your friend gifted a region locked or language locked game ...

if you want to increase your chances of refund, make your friend to the request to remove the game from your account and get a refund, im sure you will gain chances if hedoes it instead of you.
