Frankly, unless you a cheater, forget about raising your level there. Currently it's just a waste. Some people create like 4 accounts at the same time, all using known and easy to prove cheats, named like John1, John2, John3, John4, getting all of them to level 4 or so without making a single real GA... and nobody cares enough to ever ban them.
