Table is correct, but because it is DLC, not an individual game: the ownership can't be checked, unless check via store.steampowered.com/dynamicstore/userdata/

I was just going by what Steam told me that I have a new DLC for KF1 and nothing listed for KF2.

Valid for 48 hours (until 10AM Pacific on Saturday, June 10th, 2017).
If you already own Red Orchestra 2: Heroes of Stalingrad, Rising Storm will appear as a DLC under "Rising Storm/Red Orchestra 2 Multiplayer".
If you already own Killing Floor, you will get a DLC for it, called "Killing Floor - Rising Storm DLC".
If you already own Killing Floor 2, you will unlock the German soldier extra character. (Thanks, MaduRUDE!)
