This is still valid for the new bundle. The subs are the same (source).
All tiers include PAYDAY 2 in their corresponding package.
Since the subs for T2, T3 and T4 are not sold on the store as individual packages, you won't be able to create giveaways for them on SG. You can only give them away as the base game.

The package for T1: PAYDAY 2 delivered in this bundle differs from the PAYDAY 2 store sub in the fact that it does not include some language depots Russian, Dutch, Japanese, Simplified Chinese, Spanish - Latin America, Korean, Swedish (hinting at the fact that you might not play it in these languages).
The package for T2: PAYDAY 2: Legacy Collection (Koch Tier 1) delivered in this bundle differs from the old PAYDAY 2: Legacy Collection in the fact that it does not include PAYDAY 2: Scarface Character Pack due to licensing agreements having expired.
The package for T2: PAYDAY 2: Legacy Collection (Koch Tier 1) delivered in this bundle CAN BE ACTIVATED ON TOP of a Steam store purchase of the similar PAYDAY 2: Legacy Collection Steam bundle because it contains PAYDAY 2: John Wick Character Pack which is not included in the store bundle any more due to licensing agreements having expired.

For the old bundle (Payday 2: The Ultimate Score Bundle), PAYDAY 2: Sydney Mega Mask was added at a later date after the bundle ended, unknown to which tier though.
