Gitfing a game on steam

So, the sales are ending in a while and I want to send a person who won my GA here the gift through steam. However, I sent them a friend request, that I accidentally cancelled. Now it keeps giving me an Error message when I try to send a new friend request. I tried to send it through PC and Mobile. Now, the question is, if I send the gift to a different person though steam and the gift is declined, will the gift get send into my inventory or will I recieve the money I paid for it or how is it? That way I can try to send it even after the sale ends, since new steam gifting mechanics make it hard to deal with. I was used to send gifts through email, if the winner was not in my friendlist.
