It is not recommended to use a flv file as a background, I'm not sure if its possible to use flv as a background on css.
You might want to look into javascript instead.

No chance. At least not in pure CSS. You can use some JavaScript, but still I'm not sure. Why you need it? As Ekaros said, it has to be horrible.

It won't be there forever, I only use it as a placeholder for different things. It is a tiny motion picture and I picked flv because I can set some parameters. I know how to put it into the html file, but I have to copy-paste a lot of text. :P

It's not recommended to set FLV files as backgrounds. JavaScript will work better, but it still won't be very good.
