Game counts as bundled when it costs lower than 95% of US price.

Thank you all for taking your time to answer my question. So, let me get this striaght. It's 95% of US price, but considering the regions currency. Let's say I'm in Russia, and I want to buy this -90% discounted game. Normal price = US$10 (I assume this one is the reference price) , -90% = US$1 , -95% = US$0.5
Looking in SteamDB, I get this:
This game would be marked as highly dicounted because, in spite of being at -90%, I'm paying way less than the -95% US price. ¿ Is that right ?

So, that's very much it. I read the FAQ and it says that games bundled or heavy discounted will give a 15% CV. I've read some comments about 95% or above, 90%, sometimes ~85%. But nothing official. ¿What's the real number? ¿Is there even a number? Maybe it has to do with my currency's difference with US dollar?
