A bit more details: When I checked the winner of my latest GA I saw that they won a game multiple times. I promptly reported the user for it. Later I noticed that the user very possibly regifted 4 of their wins in total (including both of the multiwins), so I edited the ticket to add this info.

It's been 5 days since the GA finished, and the 7 days limit is getting closer, but so far Support hasn't replied to my ticket. I really don't want to give the key to a rulebreaker. What to do?

This, Go to the GA, and look at the winner, hit the button that says re-quest re-roll. Pick the unactivated wins this month. Should be answered in 48 hours.

Just checked, I could only ask for a reroll if the regift/non-activation happened within a month. The newest possible regift happened 6 months ago.

Then you don't have too much possibility. Send the game or take the non-received. If he wasn't perma-suspended in the past half year, then he already served the suspension. If you don't want to deal with people who broke the rules in their past, do SGTools-protected invite-only forums giveaways or level 7+ ones. Otherwise you cannot completely avoid them.

You should ask for reroll anyway. If it happened in the past month, you are guaranteed a reroll. If it's older than that and they haven't been suspended for it yet, then you'll get a reroll as well.

If he wasn't suspended/banned yet the reroll will be granted anyway. It was confirmed by a mod in a thread. Give it a try.

No, you can ask for it any time. The one month only means if they were suspended in the past month. It's poor wording.

As said elsewhere, if they were not punished yet, they will get suspended and re-rolled.

Always use the reroll request ticket in regards to any ticket where rerolling is a consideration- otherwise, even if staff answers your ticket in another category, they'll still require you to put in the reroll ticket before they actually respond to it (due to the reroll function being coded so as to require such a ticket be posted before it's able to be processed). Meanwhile, for things like suspending a user, any ticket'll work, so your reroll request'll work just fine for that.

In other words, don't clutter up the User Report queue with tickets you don't need to clutter it up with- save that ticket type for harassment, cheating, or similar issues, not for things directly related to your giveaways. Where a Reroll ticket isn't appropriate, and the ticket is not only in regards to the user's misbehaviors, use the Other category instead [note that only a small handful of staff can access user reports, while all of them can access Other tickets].

Other and Reroll will be your main ticket categories you'll use, by far.

As far as giving your game to a rulebreaker- unfortunately, that's a risk of public and group giveaways. As noted above, there's a chance you'll still get the reroll if they haven't been suspended for the infraction yet, or have been suspended for it within the past month, but otherwise.. no luck.
If you want to exclude rulebreakers altogether, you'll have to use a SGTools filter and post your giveaway on the forums (or inside a public giveaway, or given out manually, or so forth).
