need help with setting up Terraria Server

Usually I use Evolve, but i need to be able to use T shock, so im trying to do it manually...
So I have port forwarded, did the little server command, gave the right ip address, yet no one can join my server. If you think you can help me with this, please helpppp!

Get Tunngle it lets you make your own servers, me and my friends use it all the time

try turning off your firewall temporary if you use one. (also disable windows firewall)
