Clicking ignore means ignoring the request, not the person itself

The problem is something else.

Can you ask the other side to friend you? Provided they didn't block you, it shouldn't 'not' work.

I can't seem to imagine WHY, OH WHY people don't want to add other people on steam... especially if you are on steamgifts/steamtrades. Look at his profile first, if he has many game, accept friend invite, ask him what he wants, if he is a beggar, ignore him and delete him from friends... is it THAT really complicated? I mean, you can't hack someone if you befriend him. And it's not like you have personal information stored in your account, which can only be viewed by your friends coughsocial security numbercough....

And next time, look more careful, person who is freaked out that someone added him all of the sudden, there is also a DECLINE button next to accept and ignore. Hit that button next time. And ignoring DOES ignore the person, IIRC, that's why there are 3 buttons: Accept/Decline/Ignore... how can you IGNORE friend requests? If you ignore someone, you ignore it by all means possible. If you only decline, he can again send you invites.

OP, did you tried to exit steam between those blocking and unblocking things you did?
