There is no real Loophole in it.

If you delete a Game only the License subscribtion is deleted.
Playtime, Achievements and so on are still stored in the System but not shown in your Library anymore.

If you activate the Game you deleted with a different Key again, you will get your previous License Subsription back, not a new one.
So you can´t activate a key, farm Cards, delete the Game and do it over again.

Hmm... maybe i misunderstood what loophole you are talking about, if it is not the above described Scenario.

That you need to actually own a live copy of the game to be eligible to get boosters for it, meaning you should not be eligible after you permanently suspended your subscription; no subscription, no further drops.

yeah, you can't get drops without license, but steam does list it in eligible games, which is bug. If you go actual games card page, it lists as not eligible.

i found the page to check which games have booster pack drop eligibility
now i need to figure out how to power level my account without having to acquire games i don't want
