Go here to filter which of your games have Steam Cloud saves - http://www.lorenzostanco.com/lab/steam/u/76561197970958349
You should be able to back up non-cloud saves relatively easily with free software like GameSaveManager.

Why do you have to reinstall them? Also game saves are usually not stored in your install folder

There is an icon in the game's store page. I check that but if there is another way i don't know.

After clicking the middle view icon you can then click on the cloud icon to sort the games.

99% of savegames are in c:\user folder, except a few like Pony Island that saves in the Windows Registry.

The amazing Cloud To Butt Plus extension makes this thread more interesting! :)

i'd just move the old steam folder right on top of the new one personally. saves you from installing all those games again and just in case any of the more obscure games did save data there (unlikely though) it too gets moved.

additionally just grab your old user folder and overwrite your new one with that data too.. assuming the old pc was malware and virus free and fairly clean anyways.

you had to do it when steam wasn't running, but it should of otherwise.
edit: really even that too should work, you'd just have to fully exit steam, and relaunch it in order to see them as installed.
