That rule only applies to people who have a "bone" to pick with other players/users.. Saying something like this guy is a scammer then linking to it is breaking a rule. that is referred to as calling out. This is not.

my definition of calling out is the same as dropping name(s) regardless of whether or not there is an accusation. As someone already said, maybe it's just me being too anal about the terminology. Can't say I am correct either since almost everyone disagrees.

Mentioning that certain user (hereafter referred to as "Lucky") by way of example does not, in itself, constitute an accusation of impropriety. Besides, Lucky's days of infamy are numbered; nobody can keep such a streak going forever.
