Regionlock, keys no longer redeemable?

I have a uncut key from CoD Modern Warfare 2. Not redeemable in my region (Germany)
It don't work with VPN or when my friend from Swiss want to redeem it with my Acc.

Has Steam a new Account lock? MUST I change my region to activate it? :/

Maybe you need to log off all other devices and have your account in that region for a week or so to trigger the region switch.
I haven't done it, but I think it took me like a week to be able to activate LATAM locked games once I was back to Argentina.

That is weird since I don't see any package with CD Key that has the restriction as stated.

Really, It's not. SteamDB can't get information about all kinds of locks.

Keys can be tagged and tag can have region lock. These naturally won't show up on SteamDB, as they're applied to keys rather than packages.

You don't need just a VPN when activating on your PC, you need it for your phone when opening the Steam app as well. Assuming you need the Steam app to login.

Windscribe is a good one, you only need to VPN on your phone if you use Steam Guard mobile auth when logging in.

Generate Steam guard backup codes here: https://store.steampowered.com/twofactor/manage

Logout from every device even the phone! VPN on and use one of your backup codes you created when you login. Should work now.
