Activity helps. Many of those users with regular wins are active in private groups with low user numbers and plenty of giveaways, or are invited to private giveaways for such.
As a new user, you don't have access to the nice groups, so you deal with hundreds of people entering the same giveaways. I didn't win my first giveaway for three months, took over 1200 entries.

you got to be active - in forums, making GAs, getting to know ppl on chats etc. As for now you only have access to lvl0 GAs, most of them public ones, meaning there will usually be 1000+ entries in every GA you enter, so you will have less than 0.1% chance to win it.
Forum-chat activity will make you recognizeable - you will get added to other active users whitelists. You make friends, friends whitelist you and share their GAs with you.
Also forum activity will let you find forum private GAs as wellas puzzles / hidden GAs with much greater chance to win (puzzles rarely get more than few tens of entries, often there are only 1X-2X entries, meaning you will have 3-10% chance to win each GA). To get started at puzzle read this.
Chat activity will let you on whitelists as well, plus you will be able to join private GAs dropped on chat, accessible to ppl in chat only, ninja chat keydrops or even compete in Trivia Knights contest (each time there's maximum 10 entraants for trivia GAs, meaning you will have at least 10% chance to win these GAs).
Lastly making GAs will increase your user level getting you access to more elite public GAs (with no longer thousands of entries, just 100s to 10s depending on level)and will prove you not to be a leecher as well. With that you will be able to enter private GA groups - these usually have anywhere between 20-50-100 members that make GAs exclusively for each others. Depending on group such a GAs will give you 1-50% chance to win every GA in them you join.
Now compare the all percentages I gave you above with what you have access to now. The system is even, every person has the same chance to win every GA they enter as all other entrants. It's just that some ppl have access to GAs with much bigger chances (these are what you called them "wining everything"), and some will stay on public lvl0 GAs competing for each one with thousands of other users, hence they will rarely win anything at all.
