I think you can. It's not multiplayer game.

You wont be banned for anything if you cheat in Singleplayer. Maybe for Achievementcheats using Thirt-Party Programs, but not officical included Cheats from the Developers.

But I recommend you not to use cheats. For me it's stupid to play games with cheats.

I don't think you'll get banned, those cheats aren't external but implemented in the game by the developer, so it's inteded for people to discover & use them.
However, I strongly recommend NOT to use them for the story, it's much more fun without cheats.

Hmm last time I played San Andreas if you used cheats the mission you have to rescue our GF for a burning house bugged. Just saying.
