I think you might be thinking of this one. I played the crap out of it years ago.

No clue, but have a bump just in case it is not the one from the comment above.

Found something else that might be of interest. It looks like WF got a spiritual successor of sorts. Milkstone Studios made a 3D version that plays very similarly from what I've seen. It started off as an Xbox Live indie game and was later ported to iOS and iPad. It appears a PC port was also made, but from what I can tell, it's only available via Gamersgate and Amazon for about $3. There's a free demo on their website.

It does appear to be a lot like Warning Forever, but clearly made by different people. I might give the demo a try.

I'm hoping that someone has a better memory than I do. I'm trying to remember the name of a game - it was a free PC space shooter with green vector graphics. The player fought an endlessly evolving wave of bosses, each new boss had a configuration that was built based on how you defeated the previous boss. In other words, your fighting style created an evolutionary path that built each new boss. Anybody remember the name of the game?
Oh, and here's a GA
EDIT: Solved! The game is Warning Forever. Thanks, CaelanValderoth!
