If you read the comments about that game you will see the developer is a scumbag who likes to revoke keys.
It happened once which explains why the game was removed. If the OP can't activate the new key, it means it happened again.

Restoring game:
Click on Help in your Steam client, then on Steam Support
Select the missing game as the product you need help with (URL = https://help.steampowered.com//#HelpWithGame/?appid=GAME_ID)
Click on Restore the previously removed package to my account

Ah, I just see that the game is actually not in his/her library. So I guess it is an unactivated win, but not easy to detect. The comments above to restore the game back to the library should be enough then ;)

Hopefully they'll read this comment.

The key OP is talking about was most likely revoked by a scumbag developer.
This would be the second instance said developer did it for this particular game.

That's just one error and it's because you already own the game. I'd just write a comment on the giveaway asking the giveaway creator to reroll because you already own it, and apologise for not letting them know within a week of receiving the key. My understanding is that you are only punished by the admins if the giveaway creator reports you for not marking it received or not received, and since they have almost 20,000 winners from that giveaway and contribution value decreases by 10% for each one after the first 5, it's probably not high on their list of priorities. Don't mark it received because you haven't activated it. Don't mark it not received, because they have provided you with a key.

You shouldn't be suspended again for the same game, but you will be locked out of sgtools giveaways that check for broken rules. If you want to get this game back on your steam account to fix the issue, you may be able to get it back from Steam.

Open Steam (program)
click "help" on the top, then "steam support"
click "games, software, etc" catagory
type "drunk wizards" in the search box and click on the game when it shows up
click "it's not in my library"

Then it may say "You previously owned this product, but you asked us to permanently remove the package" and there should be a button that says "Restore the previously removed package to my account".
