I was looking at that, a bunch of the DLCs there seem like pointless filler (radios for example), others it's hard to distinguish whether it's something good or filler too.

makes me a little surprised they were so stingy on bundling DLC for the first game, should do everything to get everyone interested in buying 2(even if it was just more tiers for a complete collection)

Once Cities Skylines 2 comes out, I can't imagine that I'd want to go back and play the first one. Even with the amount of content that the first one has available now, the engine and the experience wouldn't be the same.

I've only played like 20 - 30 hours of basegame + Green Cities on PS4 after the game (and 1 DLC) was free with PS+ but from what I can remember doing my homework back then Mass Transit appears to be the most important DLC which is basically a must-have because pathfinding completely breaks down after a certain (not so large) city size and good public transport can help with that.
Funny enough that DLC I got for free on Playstation doesn't seem to be included here 😅

The game has 61 DLC, of which 20 are in this pack, 38 are not in this pack, and 3 are free. I don't think it's worth buying, especially with Cities Skylines 2 so close. (To think that they killed simcity 5, to end the same DLC is somewhat ironic)
The pack includes: 6 expansions, 11 content packs and 3 soundtracks (in-game radio).
The pack does not include: 8 expansions, 11 content packs and 19 soundtracks (in-game radio).

Content creator packs are minor cosmetic DLC's and are basically useless. Radio station DLC just add radio, not very important either. Tier 3 is kind of a decent deal since it contains the three latest DLC's that matter, and they haven't been priced this cheaply before (I think). But they are also very small DLC's that don't really add much (you do need them for achievements), so I don't think they justify a 20$ price.
In conclusion: T3 is a decent-ish deal (if you're willing to pay that price for some minor DLC) to get the latest DLC's for people that already own a bunch, and really love the game. It is NOT a good bundle for people who don't own anything since you'll be missing some major DLC's you would have to buy separately.

You are right, what I meant to say was the latest relevant DLC, I don't consider content creator packs and radio DLC as meaningful. They really don't add much of value, in my opinion, to the game. But I somehow missed the Hotels & Retreats DLC which does have achievements from what I can tell. So it contains 3 out of 4 of the latest relevant DLC's I suppose :) It's a weird bundle.

There are 6 DLCs that I want that are cheaper in this bundle than purchase it individually on steam and having to pay taxes, I wasn't planning to get it, but since is cheaper then Ill get in HB and avoid steam taxes has well

I went for Tier 3 because I am hooked and foolish. A fool and his money are soon parted.
BUT
I did adjust teh donation so $17 of the $20 goes to charity and $3 goes to humble (min). I could choose to give Paradox $0 so yeah that is what I did in silent protest of their sell half a game and then make 100's of DLC model. I just wish their games were not so good so I didnt feed into that madness!

I wonder how many people know about adjusting the donation. The amount of money that goes to the Charity by default is significantly lower than I had assumed (before I knew about the option). The last few bundles that I bought it was around 5%. It's still better than 0%.
I'll set Humble to the min and the charity to at least 50% if not more. Depends on my mood and the publisher. :)

Exactly. Humble always takes a minimum of 30%, so I always try to give the publisher at least the same amount. If it's a very good bundle, or a well-known publisher or developer who is known for doing things right then I increase their cut. I will set the publisher cut to zero if there's funny stuff going on, like adding nonsense region locks, giving away keys that are meant to be activated even if you already own the product, wasting it in the process (they intentionally create separate appIDs/subs for that), giving keys for games that can't be upgraded to a better Edition via DLCs (if you want the "Complete/Special/Deluxe/Ultimate" Edition you have yo remove the game from your library and buy it again the Edition you want), games that were in Tier 4 on a recent bundle and shortly after are included in a monthly Choice or on a new bundle in the lowest tier, etc.
Since Humble removed the possibility of splitting the amount between publishers you can't punish one (or several) of them without affecting the others. Everyone gets zero. Well, blame it on Humble.
In some cases it's a difficult decision because there are times where you'd really like to give your money to specific games in the bundle, but avoid giving anything to another game where you don't like the publisher. There's also the rare case where both the publisher and the charity chosen by Humble (when there's no option to give to your charity of choice) are questionable. I remember people warning about a charity dealing with diabetes and sometimes the charity chosen by Humble seems too politically inclined or even close to radicalism/extremism.
Regarding the nonsense default splittings ($25 / 25€ default payment amount as WaxWorm pointed out aside), if you take a book bundle as reference, the default splitting is 55% publishers, 5% charity, 40% Humble, if you choose the "Extra to charity" option they give you then it's 47,50% publishers, 15% charity (wow that's really extra!!) and 37,50% Humble. Publishers are sacrificing 7,50% of their cut while Humble is just losing 2,5%. Yeah.
If both parties would agree to share the same cut (7,50%) when selecting the "Extra to charity" then that cut would rise to 20%, right now that "Extra" comes at a loss for publishers/developers who provide the contents of the bundle (without them, there would be no bundle). Heck, I would even expect humble Humble to give up a higher cut (10%) than the publishers (5%).
In the end, the only way to really control where your money goes is to use the sliders and manually select each cut. I wish more people knew they can adjust the donation amount.
