if you "gifted" him the knife via trade window, and you he did not gave you anything in that trade window, or even if he did, then for Steam support this means you just gave him that knife for free, or successfully traded it.
So if that's the case, he just got your knife for free, nothing more than that. Also selling items for Paypal is against Steam ToS, so Support won't help you either. Which is sad.

but the thing is you ask to report him, reporting him will make nothing, this won't return you your knife, because you just gifted that knife to him, the maximum this guy can face is a temporal trade ban, so is pointless to report him.
You can report him on SteamRep, he could be marked as scammer, so ppl who check Steamrep before trade will know he is a scammer, and that's all.
