All I see is e.g. "no multiple accounts on HB allowed", "no selling allowed", ...
On the other hand, they may perhaps assume that one is a key-reseller if one generates keys for games already owned. And especially if they spend money on it, arguably not morally sound to milk them for a key of something already had (especially when limited supply of such keys, due to which someone not having the game may not get it). But from what I see it doesn't really say that one isn't allowed to use that key e.g. on a Steam alt account, or to make it quicker for a friend to receive such key instead of that hopping through several pages with a gift link.

They could use a system like steamgifts that identify games that you own. But the question is: Do they care about that? I really don't know. =/

Eh every time I engage in discussions about HB I kinda wish I didn't lol. I just wanted to make some aware of something they might not of known so they don't have issues with their accounts on HB. I think I'll keep quiet about the subject moving forward.
