I'm assuming you're talking about a game you won. The fact that the GA creator has the game he's making a GA for means nothing. When the GA ends and you're given a non-working key, and the creator doesn't respond to any attempts at contact, yes, you just mark the game as Not Received and that's it.

what i mean if you knew the key isnt going to work why bother creating the giveaway? did he accidently forgot he activated on his account or something?

obviously my creator know the key wont work cuz since he already activated the game in his library i checked he has the game. i tried adding on his steam and commenting on the giveaway pay no response.
i guess the only option is to mark it not received.
