It just means that from all the GA's that you've made on SG so far, at least 50% of them needs to be region free & not restricted to certain regions only. You can check here. I'll use mine as an example Region Free GA %

Hey VozoV :) Not actualy preference of the GA creator. When we buy games on Steam we can't trade or give to everybody in the world.. It dont depends of the creator like u said...my gifts, for example its almost made by region because i've been restritect to give gifts only on south america. (sorry about my english hope that u understand what i mean) Byee <3

I know exactly what you mean. I'm from SEA region, all the games I buy from Steam can only be used on my own account as they are region restricted.
So, I don't buy any games from Steam to make GA's. I buy keys from other places to make GA's like Bundlestars, Indiegala, Otakumaker, Humble etc :)
