Well guess I was wrong, sorry.

This time time the summer sale is coinciding with HL: Ep 3 release. Inb4 4 years later.

I have been consulting the ancient Mayan Scrolls, and it was predicted long ago that the 2012 Steam Summer Sale would begin no later than 31st October.
