Registered doesn't mean "actively using this page". Lots of users registered just because of trading and lots of users also stopped to use this site. I personally have 0 people in blacklist and I can live with it without problems. ;)
Edit: check this comment. If his guess is right, there is just about 30K active users and in that case 1000 blacklist positions would be really enough.

Most giveaways with 100+ copies get around 10k-20k entries (I think). Assuming that not everyone enters these and some users coming here only once every other day, I would guess around 30k.

According to the stats here (per level): https://www.steamgifts.com/stats/community/users there are 851420 level 0 users and 102963 level 1 users.
The stats drop sharply at level 2 (16402 users) most probably because one can get to level 1 with anything, it's so easy.

Yeah, but still, even giving away 1 cheap bundle trash sarcasm is more of an effort than I would guess most people will do who came to this site just to win free games (or participate in the trading section and didn't care about giveaways at all)
