hint 3: There is something special about 1) and 2), but what? (you don't need to know english to find this!)
as for question 8, if this question did not have a yes-or-no answer.

Question: Relationship between the 41-55 questions or ALL questions (1 through 55) ?
Question 2: If question 8 (from part 1: Q1-10) was listed in part V: Q41-55 ? Listed where, at the end of the list or in the middle? Would it matter?

Not actually solving this but I noticed question 44... you say they won't drop at the same time. While that's normally true in air it has nothing to do with how many feathers are needed but the cross-sectional area of the block of object falling (and mass but they're the same anyway).
If the feathers were arrange in a thin, narrow cone shape and the lead in a ball. then as long as the widest part of the cone of feathers is smaller than the diameter of the circle it will drop quicker. Of course, this also assumed you've condensed the objects into single shapes attached to one another...
So I declare this question void as it does not have enough detail to answer. If you stated they were both arranged in a sphere then I'd agree with your answer.
Just saying.
Edit: Turns out I lied... not about question 44 being wrong... but about not solving this. I got sidetracked and decided to solve it.

CBDEADEYE’s FIRST PUZZLE: HIGHWAY TO HEAVEN
Rules – Each rule and the order of the rules matter, the importance of a rule stands above the importance of the previous rule.
Rule No1. All questions should be answered with either ‘yes’ or ‘no’
Rule No2. If the answer to the question is either ‘true’ or ‘false’, apply Rule No1.
Rule No3. Rule No1. is not correct.
Rule No4. Rule No3. is correct for 8 questions.
Rule No5. If Rule No1. is incorrect, use one of these as an answer, these are listed in the description of the itstoohard puzzles as well.
Rule No6. The puzzle is divided in 5 parts (Q1-10, Q11-20, Q21-30, Q31-40, Q41-55). Hints show after 1 minute, as a hint or just for fun.
