Hey, I want to get Garry's Mod + CSS (because pretty much every cool gamemode uses CSS textures)
But my budget is only 10E and the games are 18,99E
If anyone got a spare coupon so I can get them with my 10E budged I would really appreciate it!

Just go to steamtrades.com. I gave a quick look and you can easily get Garry's Mod for 2 TF2 keys and CSS for 3. I'm sure if you spend 10 more minutes searching you'll find even better deals than those.

Also, it's important to note that Garry's Mod has recently been in a bundle, so you can get it rather cheap I'd say :) Good luck!
