Yesterday I bought accidentaly watch dog normal edition instead of deluxe for my friend and he redeemed to his inventory (not library). Is there possible to request refund ?

Sure? Why shouldn't ? Dont take me serious i have literally no idea but it should work in my opinion. Why it shouldnt ? When you can get a refund for playing less then 2 Hours in 2 weeks why not?

The problem is I sent it as gift. as I know if they redeemed to library there is no way to refund but idk with redeem to inventory

valve said you cannot refund a gift, if it has already been redeemed. so i guess, if the guy didn't activate it (only put it in his library), he might be able to refund it.

It's pending because the game is not activated. You have to add it to your library, then request a refund. If you already have it and played it for some unfathomable reason, then you are stuck with it.
Although why would anyone be cruel enough to gift that game to anyone is beyond me.

When I tried to refund It say this

And When I clicked submit. It show me

We were unable to submit your refund request

I'm wondering if it's because you have had the game sent back to you and it now shows in your inventory as 'Watch_Dogs Standard (gift)' so Steam now sees it as a gift copy not one you purchased yourself.

why do you say that? did you just make it up and thought, this might be how it is handled? because valve says that:

Refunds on Gifts
We are unable to offer refunds for gifts after they have been redeemed by the recipient.

so gifts are refundable, if they are not redeemed. i would say, if they are not in your library, they are not redeemed. anyway, there is no reason to activate it for a refund...

i am not 100% sure, but i think redeeming a game means adding it to your library, and if he didn't do that,. you're good to go. you basically gave evidence yourself:

why should it say that, if it is not possible at all?

i would suggest you tell your friend to let it in his inventory, and you just try it again a few times in the next hours.

Maybe they consider the purchase still pending because the game isn't active on your account, but we have no way to be sure if support keeps replying with vague premade messages like that one...

You can try this; what's the worst that can happen? You might get a 'no' but you sure won't get a 'yes' if you don't try :p

I hope you don't depend on the refund money to buy a new copy, cus Steam will be holding on your cash for days (up to 7), even if they accept your refund request.
