Just got a Humble Bundle support reply about the Jack Move key and it states that they won't be able to restock the keys for Jack Move, despite their best efforts. As an apology, they added $2 USD Humble Store credit to my account.

Hypetrain Digital, the publisher, has revoked unused Humble keys for DESOLATE, Golden Light, and Black Book at minimum, in addition to revoking unused Jack Move keys from an earlier Humble Bundle. I do not believe that Valve is the problem here.
