I have to say, I am a little reserved as we had some bad sheep with very fresh accounts in the past.
I would ask you to make your giveaways last at least 24 hours, to give all timezones a chance to enter.
Best write something along the lines of "Only open to the unluckies" in the description.

Hi, as I'm drawing close to 8 wins, I am starting to debate making a new group for "graduates" of Unlucky-7 -- basically, keep up the spirit of Unlucky-7, at least until members reach Level 3 and can re-apply to this group as Gifters. I'm just wondering though, is it a lot of time & effort to manage / maintain a group like Unlucky-7?

Most users are easy to administrator, but there are black sheep every now and then.
There are users with ill intent. If you keep and eye on other group recruitment threads, you will spot some of those as they are trying to join many groups at once. Sometimes they will get in and abuse the gorup. You will need some way (script, bot, ...) to track your group's users to check if they follow the group's rules.
There are users without ill intent, that will break the group's rules by mistake, misunderstandings or language barriers.
Managing a group can be very time consuming. Depending on your financial situation, I would rather suggest to put the time into work, to earn enough to get to level 3 fast.

Well, I got my 8th win! (That was a 1 in 311 chance -- I've finally become Lucky!! :) Thank you for such a great group!
Question though before I leave: there's an Unlucky-7 unlucky who entered one of my Unlucky-7 GA's last night, will my leaving the group before the GA ends boot the poor unlucky out of the GA? (Also, let me know if I should delete the GA!)

Just let the GA run. You would still be able to access the GA, even if it would be UL7 only, as it is yours and group member are still able to enter.

I'm happy to report that I'm no longer unlucky enough to be a member of this group, as of today. As per the rules, I've withdrawn from active group giveaways, and left the Steam group. I don't see a button to leave the group on SteamGifts. And I've tried syncing my Steam account several times in the past 15 minutes, but it keeps saying "Steam is not responding. Please wait a few minutes and then try again." At any rate, thanks for the giveaways!

You may want to specify in the giveaway description whether your gift is "open to gifters" or "unluckies only".
Also, if you care about number of entries in your GA, keep in mind that giveaways that are "open to gifters" have a higher chance of getting 5+ entries.
