I thought I'm able to create my 2nd cheap train giveaway again but I can't see the game in Create New Giveaway. I even trade my cards to get this cheap games :(. But it's fine, since it's a gift I can still trade again or make a giveaway future if it become available.

Level 2

Good Luck, I will send the gift via email so make sure to put your email correctly.

What game were you trying to give away? It might have been free in the past.

Just a cheap game. (Particula (Gift)), is there any chance that it will be available again?

Probably not, I believe it was given away for free at some point.

once the game given away for free, we are not able to make a giveaway of it forever?

So far, yes, that seems to be the case ... if not, you at least won't be able to make a GA of it for the foreseeable future.
