Apparently it's legit, the website is owned by Paypal.

Just log in, then 'Contact us' at the bottom of the page, then at the right panel (Contact PayPal) select 'Email us'.
Select a topic: Sending/Receiving Money, select a subtopic: Coupon/Redemption Code.

They could have changed the website, anyway. I think the offer and the website were meant for specific recipients and not supposed to be public, but they... forgot to implement to enforce that.
