Then still winning stuff on the site , despite obviously just being here to leech and not being contributing to the community in general .

That wouldn't be nice for those who can't afford/don't want to share at all. I don't think free users should be penalized, but those who hurt the community on purpose should be.

But those who make Fake Gibs should .
Running out of GA slots its a proof that you are not actively contributing to the community and i think taht should be penalized

Ehr... I literally did what you're describing 2 weeks ago. I began making a train, but then realized that a migraine was starting and decided to postpone it. I deleted exactly 3 giveaways in a row. Such things happen, you know. According to your suggestion, I should have been reported.

lol, actually i kinda did if it were to count a single giveaway with 3copies right after that comment also. but all it would do is be an automated report, not an auto-suspension or anything like that. support would glance at you really fast and see it was just an accident or change of mind or whatever and close the the ticket. =)

Correct me if I am wrong, but only completed giveaways with 5+ entries will count towards your level. I don't see what there is to gain by creating those fake giveaways (unless you are hoping for some premature whitelisting).

Some of them are looking for whitelists, some of them think that they will get the games and some of them think they will get CV even without delivering the keys.

Edit: and some do that because they put the advertising.

I'm not sure if the point system works like this, but lets say you enter a giveaway, then someone cancels it, those points get refunded to you but meanwhile you were away so you went to max p again, basically wasting one of the giveaways you could have entered?

Those not making any giveaways would be allowed to join still.

Creating fake GA-s is not nice, but they can get suspension for it (if winners care enough). And at the end they are not that different from other level-0 members.

there is massive difference .

There are lvl 0 Members who legit cannot afford to make giveaways .

Then there are those , who think they are funny making those .

Maybe get suspended for couple weeks or a month cause of it , and then are back to just hoarding stuff .

For example, guidelines

Beta keys, guest passes, coupons, and free games should not be given away.

Ok , i registered on steamgifts and i read guidelines. What is "free games"? Dota?
So i see some trash gleam giveaway and make 3-copies giveaway here and.. Game over, i can't create or enter giveaways anymore^^
For example In FAQ free games - "games that were once available for free due to promotions"

Yeah there must be a dedicated list about it ... im just kinda salty , cause i had a guy who made 3 copies GA of GTA V win 2 giveaways i made over the cource of couple weeks . and i dont understand why a person who just made account for trolling or its even a multi account guy , is allowed to have won 18 games at the time i reported him the first time , and 31 at the time i did the second ...

By weeks i meen months and i deleted the second one

People keep giving away beta keys tho. For instance take Mirage, I saw multiple of them going around here at some point when PC Gamer gave a ton of them, and every time someone asked "is that a beta key" no one answered. They didn't have the gift in their inventory, so all it could have been was a key, and the key could've only been a beta key either from the pre-order or from PC Gamer. It's suspicious as hell to see a level 0 account give 3 Mirage keys when the game wasn't on sale at that point averaging around $90 for 3 copies.

I mean the rule itself is pretty self explanatory and the giveaways system even prevents you from making a giveaway for it. I'd say there's one exception you gotta watch out for these free giveaways and that's with stuff like the indiegala giveaway from yesterday where they gave away Energy Cycle. I saw a lot of giveaways for it here, but I would assume eventually that game would not be available as a giveaway so I don't know if they'll still be able to give it away or not in the end. If you feel it's wrong, don't do it in my opinion.

I haven't been able to give away a game that has been given away for free other than stuff that just shows up, like the indiegala giveaway from yesterday, which you should probably not give away for instance because you never know what's gonna happen. The rule says not to, right, so you either break it at your own risk, knowing you're breaking it, or you don't and you're safe.

As long as giving away is not mandatory, I don't see why we should restrict them from entering. They should just get suspended, as it's against the rules, and then just continue being. And if they ever wanted to give something away for real, they could ask support for a slot.

Once they learn that they cannot enter giveaways because of this, they will just say they didn't know what they were doing and ask support for an additional giveaway slot. Then they will never create a giveaway, but have 1 slot available which will allow them to enter giveaways again.

Support will give them the giveaway slot, as they should, because people make mistakes and they should be given a second chance to follow the rules and become a part of the community if they want to.

If support really wants to stop these abusive users from being able to enter giveaways, all they need to do is ban the user, which they should and sometimes do.
