question about region restriction

i just created a giveaway that can not be activated in germany.
do i have to list germany as region restriction when creating the giveaway OR would this cause only germans to be able to join ?

Just write in the description of the giveaway that Germans cannot enter.

When creating giveaways, you have the option to select which region's users can join, NOT which region's users CANNOT join. ;P

whitelisted you so can join my whitelist giveaway too, that is no longer only available to germans

Selecting a region restriction means that the game can only be activated in that region as far as I know. I never do region-restricted giveaways.
