Anno 2070 won't launch HELP PLEASE

so i recently (yesterday) bought anno 2070 through steam, every time i press play in the uplay screen the game boots up for a second changes the cursor and the screen goes black but then it exits the game and an error pops up for 5 seconds saying runtime error. how do i fix this?

info: everything is up-to-date (my drivers and directX) and my specs are above recommended. i allready tried running it in compatibility mode with no result, I ran all the installers manually with steam off, added anno 2070 as an exception in AVG, tried editing the engine.ini but it was almost empty it only showed one line of text and everytime i let steam check the integrity it downloads 2 files.
