But isn't the issue that you can't activate a region locked key?
I think you're thinking of what happens if you're buying a game in one country then moving to another, maybe?

Not always. I could activate Wolfenstein 2 and the first Spiderman Game without problems.

And yes: 90days later I could play the game (before that it said "this game is not available in your region"

not sure. I would not try to buy a bunch of region locked he's to use this tbh.
I also activated the two via browser (without a VPN) so maybe that's a thing too.

One good example are the Wolfenstein games in Germany. The swastika is replaced by some other symbol in the german edition of the game. Should u activate the uncut edition while u are in another county, you cant play it for 90 days back in Germany, but after the 90 day the restriction are removed and u can play it.

As a fellow German, I always wondered about this as well. It really seems to be dependent on the game, a German region lock is apparently not necessarily the same as another German region lock.
Since you mentioned Wolfenstein 2: From what I heard, Wolfenstein: The New Order could not even be activated without VPN. Both activating and playing it was only possible with the use of VPN. After three months, playing the uncut version of the game was possible without VPN.

Talking of the Wolfenstein games... I always wanted to play Wolfenstein: The New Order in its uncut version, but I didn't want to use a VPN. Although most people claim that it works perfectly fine, I just didn't want to risk any problems with Steam. I live in Canada currently so I considered getting a key here. However, since my Steam account/store is set to Germany, I wondered if it might prevent me from activating the key. Would the browser activation change anything, since the browser obviously still lists prices in € (due to my settings)? On the other hand, people still managed to activate uncut keys via VPN, which also shouldn't change the settings... Enlighten me, please.

The restrictions are gone after 90 days, yes. But you would still have to activate most locked keys by using VPN (which is forbidden by Valve's ToS). It's up to you to use it or not. But it's also the right of a giveaway creator to exclude you from the GA / reroll in this scenario.

Edit: gifts are more complicated, since the regional pricing is considered (you can't accept a gift for a game which is 10% cheaper in the origin region) and I don't think that VPN is enough to get around that.

Gifts from the inventory should still work. And it's always 88 days exactly, not 90 ;-)
