It's not logical to change it. I too know that sitting at $9.99 when $10 giveaways will exclude me was a little confusing at first, but the more you think about it the less painful it is. Not all games are of the $X.99 setting, so if you gave away a game that was say $9.95, I'm sure people would want to include up to 5 cents short of the minimum.. but then that includes those who sold 2 games at $4.95 for $9.90 total. It's hard.
I think the best solution would be to hope that the contributor giveaway-er (xD) sets their numbers 1 dollar short of an even number if they really want to include those on the edge. Regardless, I do agree that it's not hard to pass the barrier ^^;.
