I was replying to FeiLing about an hypotetical regional bundle list. If you create a bundle list per region anyone from a particular region could skip the restriction doing what I said and farm CV like there's no tomorrow.

Anyone can make region locked giveaways and get US value if they aren't bundled.
We also can't just do "region lock = bundle, no lock = full price" because that just would result in people exploiting privates with people from that region entering.

Because you can trick the CV system by saying that you have a ROW gift/key, but you only make it available for a specific group. The group would be in this case only open for people, who are from the regions listed on the gift, so the winner will be able to activate the gift thus giving you CV.

Only the creation time seems to matter. I made a flash giveaway for Zanzarah the day it was announced to be in a bundle to get out my unbundled copy before the bundle started, but it didn't matter, I got bundled CV although the game was delivered a day before it actually got bundled. This is the answer I got from support:
All value calculations are handled by the system automatically. There is no function available to make any special exceptions and none is ever planned.

They add the games from when they're announced, because if not some people will try to exploit it by making giveaways for games they know will be in a bundle, as they have 7 days to send the gift.
