You will need to activate it if it is not registered in your steam.

If you have it in your steam, tell the gifter to reroll.

Don't make a Give-Away based on a Give-Away (SteamGifts or elsewhere). The relevant site is likely to ban you if found out.

The copy you just won isn't yours. You aren't allowed to give it away and definitely not sell it. Tell the gifter to reroll the game. Otherwise you will get suspended.
