The titles of the Season Pass DLCs in order:
Captain Scarlett and Her Pirate's Booty
Mr. Torgue's Campaign of Carnage
Sir Hammerlock's Wild Game Hunt
Tiny Tina's Assault on Dragon's Keep
My opinions for the DLCs: All are good, but the worst one in my opinion is the Sir Hammerlock. The easiest of the Seraph raid bosses is going to be Pyro Pete, but one of the better Seraph weapons is the Florentine from Assault from Dragon's Keep.
Each of the Season Pass DLCs has two Seraph raid bosses. When defeated, the give out loot, one Seraph item and. Seraph Crystals. Seraph Crystals can be traded at a Seraph Vendor in the main hub for each DLC for specific Seraph gear. So the best ones are the ones that have the Seraph gear you want.

i heard mr torgue and tiny tina are the best.
I own tiny tina, the wedding massacre and the mechromancer dlc. Due to lack of time i never passed lvl 30, but i hated the assasin and the gunzerker.
Im playing the campaign with the mechromancer and i just reached lvl 20. I like it so far.

Tiny Tina DLC and the headhunter DLCs are the only DLCs that are made by gearbox themselves, others were outsourced to some other studios and hence they aren't upto the quality.
You can try Torgue's campaign of carnage too, its good. Tiny Tina is the best. Headhunter DLCs are okayish.

Tina > Torque > Scarlett > Hammerlock. If you count the character packs as DLC, the Psycho and Mechromancer are very nice. Headhunter packs are worth around 2 hours of playtime, they're not bad but you won't miss anything if you don't have them.And both UVH upgrade pack are also worth it.

On the content I think I also prefer Scarlett over Torque, but I just love the Torque character more I guess :p
Added note on the Headhunters: since they're seasonal they can seem a bit out of place (like playing the christmas dlc in july), but only if you care about that, otherwise wait for a sale.

Short gameplay length for all of them, I'm a bit disappointed but the quality of time spent playing is worth it at the end for each. The last DLC is definitely the best one. That lightning grenade is one of my favorites and the Torgue DLC is pretty funny too.

Tiny Tina's is great. It has incredible amount of content, lots of jokes from the world of tabletop games, RPGs, crumpets, anything. In my opinion it also has flaws: enemies are somehow overscaled (even though duo-ed the normal difficulty), and most bossfights are just grindfests. Raid boss is intresting, though, and DLC has over 15 sidequests and a new arena.
Hammerlocks: wow, it's so cool, going hunting and all. It would be good, but it's in a jungle, only a few non-agressive NPC-s out there, it's not so story-oriented as Tiny Tina's. It's okay, but much less-appealing.
Torgue's: SMASHING! BADASSERY! EXPLOSIONS! CARNAGE!FLEXINGTON! RESPECT OF WOMEN! It's load, it's crazy, and it explodes while Mr Torgue imitatin a guitar solo. I would say it's the most badass, flashy-action oriented DLC I've played so far, although a little less content as Tiny Tina's.
Captain Scarlet's: Well, I've played only a few quests into this DLC, so so far I can only tell that I want to shoot Shade in the face like no one in the game before. So far it's a let-down, but I hope I'll change my mind, if it's as good as you guys told it.
Other, non-story DLCs to buy: ultimate vault hunter 1-2, Mechromancer + Psycho class DLCs. AS far as I know Headhunters are quite forgetables.

My two cents...
Tiny Tina's is a must-have. Torgue's is worth it, especially on sale. UVH packs (both of them) are good if you enjoy the game and want to stretch it a bit more. Same thing with Mechromancer and Psycho. You could do without them, but they extend the game life. You should be looking for a good deal on the Season Pass and UVH expansions.

The season pass is well worth it, grab it on sale. The 4 mission DLC's add many hours of game play each. I rate them in this order-> Tiny Tina, Captain Scarlet, Torgue, Hammerlock.
The 2 playable characters are good if u want to play through the game again, if not then dont worry.
The Headhunter packs add a small mission, 30mins - 1 hour... and heads/skins which are not that fantastic. Not worth full price, maybe on heavy discount if you are a completionist.

I definitely liked Tiny Tina's the best. The story was very interesting. I bought GOTY and it felt worth it for me, lot's of extra stuff to play with. Wedding day massacre was alright too, but I got it for free, so it's hard not to like it that way ;)
I haven't tried any of the other head hunter packs or the 2nd Ultimate so I can't say if they are worth the money, I can say I am not missing the extra levels.
