What if i own gamebase?

For example.

I own allready on steam Borderlands gamebase, and entering to Borderlands GOTY GA only for DLC. If i mention in my GA that i allready own gamebase, it will be fine?

I asking for two reasons.

1: Sometimes i notice GA's where people are welcome to join, if they got only gamebase or at least 1 DLC etc.

2: I currently noticed, from some GA's like Faeverse Alchemy, people regifting them here, and they are blacklisted and reported.
