Are There Any Counter-Strike: Complete Steam Keys?

Hello,

A trader offered me a CS: Complete steam key, and having not ever known or heard of CS: Complete having steam keys, I am a bit suspicious. If not, I will report the trader for attempting to scam so hopefully others won't fall for it. Thanks!

While there is a CS:Complete pack, I don't think any place other than Steam sells it, and they don't sell keys. Was he adamant it was a key and not a gift?

There is a CS 1 Anthology, but I have not heard of a CS Complete Retail package.
Edit: I thought it was a full CS package you were talking about. There is a CS Complete retail package, but it does not include CS:GO.
