You don't need CS:S. You need to have just any Valve game really. Yes, a lot of people use CS:S stuff in multiplayer, but you can do just fine without it.
That being said, I would agree that GMod isn't necessarily the best gift option since it requires owning other things to get the most out of it.

Basically the biggest classic on the FPS history, if you put Half Life aside. Perfect story, amazing gameplay. Do we need anything else? Ah yeah, a good soundtrack. It has that too.
