A question about starting a portal 2 giveaway.

Thinking to start a portal 2 giveaway but it's listed in keys considered exploited section does this means that I can't make a giveaway for it?

I don't have keys for them though, I got them as gifts just sitting in my inventory.
I was going to install one of them but since I already played it on PS3, it seems better to give them away to someone who have not played them before.

I'm not sure what the exploited list is exactly to be honest. But since you have gifts you will be fine I believe.

Portal 2 is in the create a giveaway dropdown list, so you can make a giveaway of it. Make a screenshot of your inventory or the email sent to you after having bought them to prove the mods that you bought or got them legitly if they ask you about it.
