and technically you can trade your account, but is against the ToS of steam, also you could get easily scammed.

You don't even own it on Steam? Trading would obviously not be according to any ToS, and a refund is on a case by case basis. Just try, no point in asking.

As for refund, yes if you write to steam support you should get refund. Every account has 1 refund available no matter the reason. (I know this cause I used one not long ago).
