Which one should I get?
Well, if you pass a noisy signal to an amplifier, it's going to amplify the noise as well as the signal which doesn't make much sense. Therefore, if your internal sound card sucks, you should get an external sound card.
EDIT: For a more compact solution, if you usually use headphones, you could get USB headphones which are just ordinary headphones with an integrated sound card.

Hello mighty noodles of SteamGifts! My craptop's audio isn't that great so I'd like to change that. I hear a lot of hissing and glitching when I'm listening to music and I've heard that's because of the noise that's inside the computer. Anyway, which one would be better, the amplifier or the sound card? Don't look at the expensive price tags, I'd be going to buy the used versions of them. Or is there something else I should get? Please, please let me know.
Oh and yes, I promised a giveaway in my last topic. It'll be coming soon :)
